For one reason or another the first have tight budgets and short time scales to deliver a single product or project cycle. The second have an on going requirement to test the performance of code sitting on a distributed infrastructure of servers. These clients need to maximize on there investment and ensure that these infrastructures are optimized for performance. These type of clients will need a longer term solution to implement a cost effective set of tools and training to ensure the performance of any new portion of code or release is not going to degrade the whole infrastructures performance.
